I say Hiei takes this easily but which Hiei are you going by? If it is end of series Hiei then him by a long shot. By then he has hits S rank demon and all powers have improved. Also he can absorb the dragon of darkness flame for a massive boost in everything. Should be enough for Mewtwo. Also how fast is Mewtwo? Can he even keep up with let alone touch Hiei?
