Meteor Earthquake Calculation

Was looking at the Earthquake calculation page trying to calc a robot falling out of the sky and causing on earthquake on impact. I thought the meteor earthquake section would fit the bill but I noticed some problems. The page recommends you use the (Energy before atmospheric entry) section of the calculator for the AP. But the calculator takes into account the mass and speed decrease the meteor would experience entering the atmosphere. Shouldn't the impact energy instead be used since presumably the impact of the meteor is what causes the earthquake?

or is something else of the meteor causing the earthquake?

or is this method for characters summoning meteors which cause earthquakes?
