Among the MvC High 5-A scaling chain, B.B. Hood wouldn't be quite as high as some other characters

B.B. Hood >≈ Hsien-Ko and Felicia > Galactus (1.64552679 Quettatons)

Speed wise, she would be baseline FTL, though idk if the OP meant for speed to be unequal or not
 
Damon is 2.6 FTL (With maybe a bit of upscaling) and upscales a lot from 2.76290631 x 10^29 Tons of TNT, which would be a 6x advantage for BB
 
So Damon takes the speed advantage while B.B. takes the AP/Durability advantage

In terms of speed and general intelligence, Damon definitely has those advantages in the bag. He's also got regen and teleportation which'll be quite handy However, I think B.B.'s a much better combatant. She has a much wider set of combat related skills, that being her mastery of various weapons, martial arts, and is generally a far less predictable fighter given her cunning nature. Not to mention, she's comparable to the likes of Hsien-Ko in both power and skill, who mastered a unique style of Chinese martial arts that blended several together and displayed proficiency over a wide array of hidden weapons herself. Damon's definitely powerful among NMH High 5-As, but unlike Travis, FU, etc, he's got noticeably less skill to go along with his sheer strength

I'd say Damon's speed advantage and teleportation are specifically his best advantages, though I feel like B.B. Hood's greater AP/Durability, skill level, and arsenal are more likely leading to her victory

there isn't really one set in place but like, watch a youtube video of a fight at 0.5 speed and then at 1.25 and that's the difference roughly, it's pretty massive
 
With the AP advantage and general superior skill/versatility BB should take it easily
