Speed is equal and this is BH2 Matt (at 4-B obviously)

Necrozma has an AP Advantage, the only thing useful against matt is Dimensional BFR, otherwise the matt hax can eventually work, plus it PNull, I vote Matt 5.1 / 10

They are pretty close in AP I think. Also Matt doesn't really use haxes from the get go (he isn't against using them however)

Both characters start normally without going to the bottom (I think necrozma should not start abruptly)
