If Character A skill stomps Character B but Character B one shots, who wins?

Like let's say Character B has the AP to one shot or has a weapon that haxes Character A just by simply hitting them with that weapon and Character A can't disarm Character B (like maybe because the weapon is attached to them like a sword arm or something I don't know).

How do we determine the outcome here and why?

Let's assume speed is equal and both characters don't have projectiles.

Well... I mean, couldn't it also depend on whether Character A has experience in dodging projectiles or not?

Couldn't it also depend on if Character A has won fights against those who one shot them?

If so then wouldn't that mean Character A wins? But if Character B is more skilled (but still skill stomped by Character A) than the one-shotting opponents Character A has faced, then Character B wins?
