Mary is smarter and has more training with this sort of thing than Arthur. Her stealth mastery is a bit situational but standard police/FBI training just sorta helps her out a lot

What major advantages does she have that the 2 detectives who failed to take him down don't?

Due to his higher durability and stamina, he would fair against a gunshot that Mary would, even if she had a quicker draw than him.

Those two detectives weren't fighting him, they were chasing him when he has a huge head start, gets on a crowded train full of clowns, and a fight breaks out due to a misfire which puts the two in hospital.

They are in a forest so the quick draw isn't even important when they both know an armed person is hunting them down so the guns are already out. Its who can find people better which would be Mary due to training to find and/or keep track of people.
