Who's characterization would make them more likely to shoot first?
I know in a lot of media, Two-Face likes to make a fake coin flip (With a special double-faced coin.) for some decisions. "Ex: Heads, I kill you, Tails, you live. (But both sides are Heads.)"
Does this Two-Face do things like that?

How quickly would Arthur be to shoot Two-Face? Perhaps he might find it funny to interrupt Two-Face's coin-flip with gunfire, screwing with his gimmick?

Do either of them have the ability to dodge after a gunshot is fired?
Do either of them have the Stamina to still be a good shot after they get hit?
If both are hit by the same number of bullets, who holds on longer?

two-face has street level durability, the joker has a high pain tolerance, and both have high stamina, so i’d say yeah

He doesn't really have to. I don't think Arthur would just stand there like a good little boy and not shoot Two-Face while he's occupied with something else. The only times Harvey successfully makes a decision with his coin flips is while he's holding a defenseless victim at gunpoint (Batman was able to tag him while he was doing it). The coin flipping is the exact same reason he lost his match against 2022 Penguin even though he outskills and can stealth the bastard if he actually tries to sneak away.
