I think Popeye is somewhat above baseline, since he does most of his feats casually, but Mario is on a much higher end of the tier.

Well, like I said, he's taken on much larger threats than what Popeye has taken on. Popeye only fights sailors and crooks, while Mario fights cosmic beings.
