Popeye is (or was) actually quite popular in Japan. Some of the first NES games ever were licensed Popeye games.

Which makes that cartoon where Popeye fights a bunch of Japanese caricatures all the more glaring.

Hetalia is a Japanese anime popular in America and it has an American stereotype as one of the main characters
 
The point I'm making is you can laugh at something making fun of yourself, as long as it's not cruel about it like encyclopedia dramatica

Well, like I said, he's taken on much larger threats than what Popeye has taken on. Popeye only fights sailors and crooks, while Mario fights cosmic beings.
