A mile away? If that's the case Cell /could/ win via range, so that gives him an advantage. Although, if Mario were to get close enough, he could probably end the battle right there with a majority of his hax such as possession or power nullification.

With speed unequalized, yes. I feel speed should be equalized for the sake of making it more fair.

If this is speed equalized, Cell has a chance if he just uses Kamehameha or Death Beams from afar to snipe Mario, which isn't necessarily out of character. Also, what items/power-ups does Mario have access to? I don't think that Mario can fly on his own without that racoon suit.
