Mario Lower Border Tier

Did a calc for his appearance in Mario 3D World and I got Building level+. Of note is that, bar games where he's roughly Human level like the original Donkey Kong and the Olympic spin-offs, this is likely Mario's weakest appearance so far. This should probably give a definitive "this is as low as he goes" thing, but I'm not sure how this'd work out with the Small City feat already being used as the lower-border.

Maybe "Varies from X to Y" and we list his feats in a section at the bottom, describing what each of them would be rated as?
