Major Pokemon speed upgrade

Well yes, Starmie is presumally transmitting info. But the Pokedex entries on the topic are specifically:

Crystal It is said that it uses the seven colored core of its body to send electric waves into outer space.
Y At the center of its body is a red core, which sends mysterious radio signals into the night sky.
Black 2 Its core shines in many colors and sends radio signals into space to communicate with something.
White 2
Isn't being able to send electric waves/radio signals quantifiable for speed? And it demonstrates that even something non-Legendary like Starmie's "tier" in the setting can create such fast-travelling... things as sending electric waves/radio signals into space.

On the topic of the speed of some of Starmie's actions, it may be worth considering if Staryu has anything to scale from:

Sapphire Staryu apparently communicates with the stars in the night sky by flashing the red core at the center of its body. If parts of its body are torn, this Pokémon simply regenerates the missing pieces and limbs.
Emerald It gathers with others in the night and makes its red core glow on and off with the twinkling stars. It can regenerate limbs if they are severed from its body.

Other entries note Staryu's core to glow. If it is communicating with stars, or attempting to, that may indicate its light being able to detected from space.... But that's a big assumption to make.

The other matter is being said to make its core "glow on and off with the twinkling stars". If it's doing so on & off with the stars twinkling... when they appear to be brighter than normal, it's possible it's reacting to that, or, given the phrase "on & off", possibly (nearly) in sync with the twinkling? But again, a big assumption to make that Staryu's reacting so quickly to how the brightness of stars in the sky may change.

That said, Staryu is also known to illuminate its core more slowly, too, in Gold's & other Pokedex entries.

Gold At night, the center of its body slowly flickers with the same rhythm as a human heartbeat.
Possibly different circumstances from it making its core glow "on & off with the twinkling stars", however. It's a narrow possibility, though, given that Staryu & Starmie seem to glow their core for the same reason in most of the cases its Pokedex entries detail, which would all almost certainly happen at nights.

Starmie fires said electrical waves from its core, which is where most of its attacks come from, and it can also (unnaturally) learn thunderbolt, Thunder, and thunder wave, signifying that it does do what I'm implying.
 
I'm still against the upgrade, and my points weere already given. (Recalcing on the fact from the move scaling and dex entries)
 
From dex entries... It would depend in the pokemon (Like Mach 23 Hitmonchan makes 0 sense, especially since most speedters are Supersonic).


From moves, I wouldn't acept it. Again, here you can "dodge"/get hit equally by sound light and lightning, then get blitz by a bullet. So I wouldn't use moves for speed scaling.
 
Just as a side-note, while Pikachu's lightning is definitely electrical in nature it's actual speed is incredibly inconsistent.

I'm fairly doubtful about using attack moves for scaling given how they're portrayed and also, well, the fact it can sometimes be easier to dodge light than sound.
