According to The Don’t starve wiki. The Telocator staff can be used to teleport hostile enemies with cloud-to-ground lightning. The lightning in question uses the same sprite and sound as naturally occurring lightning.
When Wheeler examines the staff. She even says that she doesn’t like getting struck by lightning.
And while it doesn’t deal any damage. It still can be used for BFR or to induce insanity. So it is an attack of sorts.

So mathematically the Telelocator staff’s lightning should move towards the ground at 149896.229 Meters per second since it behaves like natural lightning.
I believe that qualifies for Massively Hypersonic Attack speed with the Telelocator staff
