For the Omnipresent in their territory
Gods are Rukh or to be exact, rukh are part of gods why gods are the source. Solomon he decided he won't become god but share god to everyone so that everyone can be the master of their future. Gods can also form bodies off their rukh in different dimensions as seen with David llah.
For the Sacred Palace stuff
The Sacred palace exist in llah layer. The blog gives us the structure of llah layer but i will still just drop it here . According to Ugo there are countless Dimensions/subspace within this layer. Some of these dimensions are space time while others are small like dimension the original dragon reside. llah and Al thamen are also sealed in dimensions. This dimensions are embedded on a space as there are spaces between dimensions. When belial magic hit Alibaba, he was supposed to end up in the space between dimensions but he ended up in one of those dimensions. This was due to the fact that the boundaries between dimensions had become weak. According to Aladdin, llah existed one level above the world he created before he was sealed.
Now this scan is what was used to justify that the Sacred palace is above llah. The scan was misinterpreted. it was referring to the time when Ugo fully connected the dimension which holds Alma torran to the dimension that holds the current Universe. Scans like this, this and many others also support this.
