She would technically be baseline Low 5-B due to how she got it (being superior to a 5-C, although she is probably astronomically higher), just feel like it should be mentioned given the description is a tad misleading.

I mean, she is 96 degrees of "Exponentially stronger" compared to "One shot a 5-C", so she should still be far into the tier. It isn't the same case as someone who got to Low 5-B via dwarfing 3 or 4 Low 5-Bs

How would Madoka kill or hurt him enough to the point doubling your defenses isn't useful? For mind based techniques n shit, Mewtwo could possibly use calm mind, but if she's THAT much stronger then i guess it won't work.Gargoyle One said:
