didn't a lot of people alredy did this match? anyway luigi wins by being better than tails in almost every catagory with the exception in speed and inteligence,tails heavily relies on his arsenal and his form,luigi in other hand is much more reliable than his own power than his power-ups

Without his Super form Tails is only Low 7-B while Luigi is High 4-C at minimum.
