This can't be added if the slower character wins via speedblitz which isn't the case. Garou has his own amps to compete, so he's not getting blitzed here.

If Garou doesnt get blitzed he adapts to Luffy and eventually win., G2 or not. Garou can take a beating from Luffy in Ennies Loby and evolve far stronger than him. Heck, Garou can take attacks from people weeeeeeeell above 100 KT, like Overgrown Rover, who is >>>>>>>>>> Bakuzan who can toy with Suiryu who is the one who performed the feat.
