Speed amps are not restricted, and he would not blitz. "During a match where speed is equalized, speed amplification techniques are allowed, unless they lead to a victory via Speed Blitz in favor of the slower character."

Gear 2nd Luffy doesn't even have a specific speed multiplier or additive. There's no evidence that it would result in a speed blitz.

Nothing changes much then. Luffy's probably going to be upgraded to baseline Large Mountain using Gear 3rd so taking that out of the equation he still has better stats being almost 3x stronger than Garnet and being able to amp himself beyond that with Haki.

3x is not enough to take no damage and her spiked brasses could pierce him (unless he blocks it with Armament). She also has more combat experience, already being a warrior for thousands of years before Luffy was even born.

She wouldn't regen actually, she would be defused into ruby and Sapphire first which luffy would stomp

It doesn't require her to defeat the opponent, she can do it during the fight, as seen when she did it to Steven, it's just out of character.

She doesn't need to poof in order to regenerate, she can do it whenever she wants, as seen when she recreates her hands when she uses rocket gauntlets.

Heck, one could even argue her Precog might be better, since she sees many possible futures and what would lead to them, as well as seeing what would happen hours later (there's an entire episode which is just her seeing multiple version of how the entire day could play out in like a second), while Observation only really sees the immediate future.

Yeah, I vote for Luffy as well. Luffy has the AP advantage already in his Base and could increase it with Gear 2nd and 3rd. He also have a high level of durability and couple with his blunt resistance, given the fact that Garnet's Weapon is blunt, Luffy won't be taking much damage from Garnet. He has a form of precognition, which while is not as good as his Whole Cake counterpart, it is decent enough to predict Garnet's attack. Luffy also will have the speed advantage since he's starting out in Base and could increase it with Gear 2nd.
