He can shoot one explosive round from each claw with a cool down of what seems to be 1 second in between each shot. Their AoE seems to be similar to that of a Frag Grenade.

Reading the escalating attack potency and seeing Reactive Evolution on Lucy's page, I think it all depends on whether Scorponok gets the jump on its opponent first. Even then, assuming her durability is large island level, I think Scorponok would have a hard time trying to kill her (Its weapons are arm cannons after all).

Because of that, I think Lucy will win though I might change my vote
