Both are 8-C and their speed is equalized (Luke's attack speed will also be equalized as well).

This doesn't seen to be a figh that Jigen is going to win to be honest.
In terms of AP/Dura, they seen to be comparable since Jigen like Luke does scale to normal human characters like Tolfa, who was survived a lightning strike, and Speed is equalized.
However, while it could be argue that Jigen is more intelligent and had better combat experience/skills, he doesn't have any counter again Luke's hax such as Transmutation and Teleportation.
A single bullet and Jigen is done, i can only see him win with preparation and knowing Luke's abilities before the fight.
