I might half to go with Vados
Both are Universe Level in AP and Dura but Vados is most likely higher then Lucia, Vados fighting experience and knowledge out shines Lucia's by a long shot, Vados most likely has much higher stamina Lucia, Lucia dose have the ability to slow down time but I don't know for how long yet she most likely won't be able to deal any significant damage to Vados in the time, Vados has Telekinesis to hold her in place and can create force fields around her though she should have no problem breaking through them but they could give Vados some time if needed.
I don't know anything about Lucia's story but how is Vados underrated, under used maybe but I don't see how she's underrated.
