If you mean that literally that'd be a speed of zero. If you mean like close to light speed probably 1% speed of light or something close to it

Well, sub light speed can really be any speed below light so that doesn't really give much. Though it is likely its saying something close to light speed just off of context.
I will note just off a quick google search apparently particle accelerators can move things up to 99.997% the speed of light. Idk if it'd be lower given these are compact ones but just adding that in.

Sublight in general just means anything below lightspeed. And also, it's extremely common for "Near the speed of light" to be a hyperbole.

In therms of speed, just below 1% light speed is mach 8810 (Massively Hypersonic+) anything higher than that will be sub-rel speeds
