If an uncountably layered structure was on top of a High 1-B structure, would that make it Low 1-A or uncountably above baseline High 1-B?

I don't think so, because infinity+infinity=infinity, so an infinite structure on the top of High 1-B structure would still be a High 1-B structure. In order for it to be Low 1-A, the structure needs to completely transcend the High 1-B structure, because the main characteristic of the Tier 1 is that you cannot reach it by stacking bigger infinities on top of one another.
