if not than Dr.manhatten will take the victory, unfortunatly he wont be able to kill him but he can teleport him into a black hole or somewhere else (a different dimension maybe), so that this fight ends in a stallmate (if killing is the way to win) or Dr-Manhattens victory ^_^
Lobo in the Pre-52 verse was very much godlike. That guy took on a legion of gods and godesses and killed them all. It also doesn't help that Lobo is practically unkillable due to the fact that Heaven and Hell themselves made an agreement to never allow Lobo to die.
If Lobo can do that to some gods and even Santa Clause then maybe he can do it to Dr. manhattan too. Manhattan can disassemble his atoms but Lobo will keep coming back with better tactics and angst to kill him.
Can Lobo damage Mahattan at all? nobody has been able to damage Manhattan with anything. Even after being reduced to molecules he re-appeared, and bigger. He is more than intangible, since he re-arranges himself when he reacts to attacks (Silk Specter 2 threw a metal object at him, it passed through his skull, that waved like some kind of liquid http://imgur.com/a/LnBtK down to up). He probably can do that with any solid object if he wishes.
Also he can see all of his life, if this fight were to happen, he would know every single movement Lobo would do. If he was "bloodlusted" and didn't want to die, he could avoid every attack.
And like somebody else said, Manhattan doesn't need to kill Lobo, he can simply teleport him very very far away so he can avoid fighting at all.
