That is specifically volume 1 cinder

all other beacon characters are 3.14 or smth

Nope. 9.94 Tons would be Large Building level+, Beacon Arc Blake does not have the + in that key.

Beacon Arc is 3.14 Tons I believe, while Post-Beacon Arc is 6.93 Tons.

Tokage isn't exactly 13.7 Tons, she scales an unknown amount above 13.70 Tons as she was able to slightly damage a 41.11 Tons character.
