Limits of Negation-powers

We all know one or two chars from verses who can negate the usual powers of their respective verses,

as example: Blackbeard from one piece, Touma from the toaru-series, Asta from black clover , Eraserhead from BNHA ,MC from psyren, Ueki from law of ueki, kanchome from zatch bell etc

but their powers are sometimes working against different superpowers and sometimes they dont, Blackbeard negates devil fruits while haki wont get affected,

so my question: how do we decide how for example blackbeards powers affect the naruto-verse abilitys? will they affect them at all?

NOTE: im not talking about the extend of the negation like its ability to negate up to island lvl attacks but fails by island lvl+), im only asking how we decide if negation abilitys are used in vs battles,

or are we taking a general rule on superpower-negators and say they simply work?
 
IMO it'd depend on how their negation ability works. In Blackbeard's case, he only negates devil fruits and doesn't negate other superpowers in his own verse like Haki, so I wouldn't assume he can negate other verses' powers like Naruto's jutsus unless the OP states that it does so for the match, for example, to make it more fair. Similarly, a purely anti-magic power can be easily assumed to work on magic from other verses, but not on other types of supernatural powers unless it does so on its own series (and then it wouldn't be just anti-magic).

In Touma's case, IB negates all supernatural powers, which in his own verse means he negates magic, psychic powers and divine powers of various sources like Telesma. While it isn't canon, in the crossover Kamachi made for all his series Touma has no trouble using IB to cancel supernatural elements from the other verses like Waltraute. IB is a supernatural negation power that's not going to stop working just because the supernatural stuff is not from its own verse, and there are probably other "power negation" abilities in general that can be assumed to work like this too in most situations. Especially when they are a character's main way of fighting and taking that from them would be the equivalent of taking a speedster's speed away.
