Is the 1st ranked C class hero. The 89th ranked superhero had a power rating of 100 compared to an average person rating of 22. This Corresponds to a ranking of 9-C

.


And Since Licenseless Rider is the 1st ranked C-class hero, and could easily become B-class if he wanted to, he should be atleast this rank.

We have no idea the scale of what an "average person" is to an athlete in context of that ranking. 100 may be indicative of a great athlete, while higher numbers like 300 break into superhuman. I have no idea, and without evidence any assumption is just that; just assumption. Licenseless Rider is already rated as 10-A, indicating he is indeed above average and a strong athlete.

Being a hero in that world means nothing without feats. Even heroes in the same class can vary wildly in power. Without a feat this isn't really a viable reason for an increase in tier.
