If Sonic is too fast for Hammerhead to see, then no his speed does not scale to Sonic's. It can easily be said that Sonic is just toying with him considering how he initially blitzes him and can later keep up with much faster people.

Also again we're not scaling all of C/B-Classes to S-Classes. Nor using "one B-Class reacted to an S-Class" as a reason to make every single B-Class Subsonic.

You don't rate someone Subsonic based upon a MHS+ outlier. And even then not all B-Classes scale to that one B-Class with the outlier.

If an A-Class has absolutely no feats or valid powerscaling to suggest he's as fast as the C-Class, then yes. King isn't far stronger than Saitama now is he? Is Mumen Rider isn't the strongest C-Class? Is Marshall Gorilla stronger and faster than Fubuki? Are Metal Bat, Flashy Flash and Darkshine the weakest S-Classes?

Rankings aren't accurate in OPM. Nor are they based entirely on power. Therefore when someone has zero feats or scaling to suggest they're at a rating, you can't give them a rating based purely on their ranking.

I found that in the Hero Rating(all the physical exams) it seem Licenseless Rider physically rank as stronger than D-Pad(the one who did all the feats i sent here) for you opinion it is enough proof to scale Licenseless Rider to D-pad?

Mumen Rider literally rams his bike into the Sea King with no effect. That is the most I've seen him do in a fight. I'll place him at least average abilities. He is a good samaritan, though.

Ryukama is correct. The Hero Association ratings, both in terms of Hero-Ranking and the Guidebook Ratings, are meant to be stupid and innacurate by desig.

They are a parody of Shounen Manga power levels that don't align quite right with what's on screen.

The HA ratings come from the official databook. But according to the HA ratings, zombieman is a 10 in physical strength, whereas even darkshine is only an 8 IIRC. Which is the biggest ******* bullshit in the history of anime. So HA ratings are unreliable

^Actually i saw post in other fourm long time ago that say the "strength" is translation mistake and this suppose to mean "endurance",dont know if that ture tho
