From what I can see he has passive Powernull to any ability and technique that tries to affect him.

It's passive and cannot be removed even be conceptual manipulation also bleach characters will get resistance to powernull soon.

His powernull is also passive and can even affect the Laws of the World. Assuming it cant affect The Almighty would make no sense.
After all, he's not removing The Almighty he's just nulling its effects which it has never shown resistance to, and they don't have resistance to powernull yet so it doesn't count.
