He does yes, and Levi has swords that can cut through Building level characters like butter and explosives that can oneshot opponents undamaged by his swords

Levi has no problems whatsoever against human opponents, and his absurd skill advantage via the Ackerman Path puts him well above Norman in a combat scenario (The Ackerman Path gives Levi the composite combat skill and experience of every member of the Ackerman Clan, an entire race of people who were genetically modified to be the most skilled martial artists ad combatant in the world to serve as a personal army for Eldia's king)

If he starts with explosives/thunder spear he only gets 2 shots
if he starts with blades he needs time to switch to explosives

Also true it can cut through flesh but the swords are made to be for cleanly cutting soft tendons not metallic objects and crystals and tends to snap against those type of armors
Thunder Spear has a weakness that needs to be launched first and is crafted to fight against large objects that are easier to target and tag with it

Aside from that Green Goblin gliders are armed with guns that fire way faster than Anti-Human 3DMG Guns that he went against

Even Marleyan guns except their Cart Titan gattling is way slower and are bolt actions

Levi may have the reaction speed but he doesn't have knowledge about gun tech that fires way faster than what he encountered and fought against

I can see Levi being able to overwhelm Green Goblin via h2h but is very unlikely to happen since he always fought using 3DMG and Green Goblin prefer fighting with his Glider

Green Goblin could take this one but it’s all up to how mobile Levi is. If there are structures / buildings to grapple onto, Levi takes this one. But if not, its either‘s fight. Leaning towards Levi.

It's SBA so the battle takes place in Central Park, New York City. likely 1km away from each other base on Green Goblin range

lots of building to grapple on to the side which where levi would most likely take the fight since the park is too flat for 3DMG

In a city like that, Levi has the utmost advantage in my opinion. The ODM gear allows for serious agility / manoeuvrability. Green Goblin’s bombs and even his flight won’t be much help against someone who’s movement skills are about that of Spiderman‘s or higher. On top of that, the thunder spears and even Levi’s swords can cut through Green Goblin’s equipment with relative ease when he can build up speed from the gas tanks alongside momentum.
