Yeah with Legion being recently stated to be by narration to maybe the most powerful being in the Multiverse it seems clear cut a Complete Legion is High 1-A / 1-A, and likely even the incomplete Legion downscales to that to a degree since it's the powers he already had back then, he's just not conflicted anymore

Where is it said that Legion is the most powerful being in the multiverses?

It's also confirmed that Complete Legion is still considered an child (or boy) , so unironically Weakened Franklin scales to Complete Legion by being stated as the most powerful boy in the Multiverse
I've probably read every issue where Legion has appeared, but I don't think he appeared in this issue. I'm not sure how time works in the Marvel universe, but Legion was 19 when he first came out. But when we look at all the feats, Legion putting the main universe in a box and creating a new universe, absorbing the souls of all the mutants in the world, not being affected by Thor's attack and defeating him in one shot, The fact that he fought Uranos, who was feared by Odin and Thanos, with a potential beyond physics and infinity (neither of them used his full power and their fights affected the multiverse) and when we look at the values OHOTMU gave him, it is understood that he is at least Low 1-A, but since the admins did not look, the subject was unnecessarily prolonged.

Oh, yes, I saw it. Even though it's a statement, it's another factor that emphasizes how powerful it is. Absorbing the souls of all mutants (i.e. being the most powerful mutant) in X-Men Legacy Vol. 2 (2013). In 2019's Uncanny X-Men Vol. 5, he is referred to as nearly omnipotent and then his power and control increases. Statements like him talking sarcastically to and belittling the Progenitor, who even judges Phoenix, increase the certainty of his members.
