Leon takes this as a skill, and his weapons should be comparable to his AP if not superior, he could stick to using weapons and avoid hand-to-hand combat with Jason thanks to his acrobatic mobility, even if Jason catches him by surprise, Leon can probably react and defend himself skillfully in CQC. Leon has stat amplification and enhanced senses, the latter could help him detect Jason if he were to try to attack him stealthily. If this is a battle to the death in the first instance, Leon probably wins by destroying Jason's body, but if the fight drags on, I doubt he can do much to win, especially if he does not have knowledge about Jason's real weakness. I also don't understand much about Jason's hacks, as it seems he has forms of possession, parasitic immortality and all that, and I've never actually seen Friday the 13th, so I wouldn't know much about Jason, but either way, I believe Leon could take this depending on how the battle is oriented.
