I will point out the fact that Leon's profile is kinda outdated. He should be comparable to Claire whose small arms and durability scale to a casual base Mr. X who is 0.002 tons which means he is still capable of harming the Rex even without the rocket launcher and can take one or two hits from it since he was able to withstand attacks from a pissed off Super Tyrant Mr. X.

I think the Rex doesn't have much to do here. Leon with a rocket launcher is simply an absolute victory for him. Even if the Rex were to survive the first impact, it would likely be severely stunned at best, giving Leon enough time to deliver another rocket to finish it off.

It's the strongest thing he has and he's facing a god damn T-Rex. Even if he starts the fight with a different weapon, he can heal from its attacks since the AP difference isn't large enough for him to be oneshotted and eventually pull the launcher.

In that case, Leon takes this with any of his other weapons, only with relatively greater difficulty. In any case, my vote goes to Leon.
