Batman not going for the kill is not a reason not to scale, however little. Batman is an expert fighter in every sense, he would know where to hit or how to do so even if going all out to not kill - is more or less what he does.
I also don't get what does it matter that it is reaction speed. Pulling a gun out is pretty much reaction speed, is a single move instead of a constant speed of movement while fighting.
