Both Rounds Kyorge, Since Water attacks have little to no affect on kyorge what's so ever, and kyorge has more moves beside water type moves....

Going off by their stats, Kyogre takes this. First round is kind of like what Dragon put it. Second round is almost a stomp due to the Moon level stats it has in it's Primal form. Plus that fact that Kyogre is only(?) weak against grass and electric-type powers. Lapis's powers are centered around using water, something Kyogre can also use and is not at all affected by it.

Lapis only has an advantage in flight speed, not combat speed, not to mention that literally everything Lapis can do won't affect Kyogre since he's immune to water attacks.

Besides, Lapis is only FTL or higher in TRAVEL speed. Her combat is supposively alot slower. Hell if she was truly FTL in reaction and combat speed, then someone like Jasper might as well be FTL too since she was able to grab Lapis before she could fly away.
Look, the point here is that Lapis doesn't have a chance at all defeating Kyogre due to it being not affected by Water attacks at all.
