It comes from his Divine representation. Creek Gods can't be killed in Riordanverse because of their position.

Well, he is likely going to slow down time and hit Castiel with Backbiter, trying to rip his soul out. As Castiel has, in this case, billions, that shouldn't be a problem.

Wouldn't really matter since he's immune to Time Manipulation and has a grace instead of a soul.

I meant how would he attack? Physically send something to attack him or use projectiles or hand movements? Cas just needs to snap his fingers here
