Tien has trained a lot, Krillin hasn't. On top of that, he has Chiatzu to spar with. In Dragon Ball, sparring partners = fast growth rate, even if the partner is significantly weaker.

Tien could deflect/destroy a serious ki blast sent by Buutenks to kill Mystic Gohan with his Kikoho and could dent Semi-Perfect Cell and hold him down previously.
Tien could even kill Android 18/17 with his Kikoho if Bloodlusted. Tien easily wins, other than quite probably being far stronger even without the kikoho.
