Base Koneko it means like "start of the series" koneko. Post volume 10 "base" koneko is like tier 7 at the least.
 
One quick glance at her opponent's profile should let you know which version of her is being used, if you have any common sense. Why would anyone make a haxless 9-B fight a haxless tier 7? That's just annoyingly nitpicky. I tried to create a fun matchup and you just had to twist around my wording to make it seem a stompy win for Koneko. Seriously. It is irritating
