well, stomp via tier, but konan anyways via intang, range and aoe

People seem to forget that the multiple blade beam from Blake that took out the missile barrage was only possible due to assistance from Weiss using a time dilation glyph greatly speeding up Blake's movements, under normal circumstances she would not be fast enough to fire that many in a short amount of time, so Konan's omnidirectional attack from paper alongside explosive tags would be too much for Blake, and her dust usage is limited to how much dust she can bring and she obviously has a limited resource of one dust clone per element per cartridge. also Konan can use elemental techniques taught to her from Jiraiya so Blake is not the only one with an elemental attribute. While it would take Konan a while to catch Blake due to her semblance, but it would not be impossible for her to wear her down with her paper, paper clones and flight.
