This is actually damn close... but leaning towards Harribel, her reiatsu should allow her to keep water jutsu from hurting her in a certain range, she can stay out of Kisame's range, and I think she may be a bit smarter thanks to her anlytical and combat tact skills as well as a possibly better sword fighter (managing to fight three skilled enemies at once while Kisame only had to worry about one serious threat from Team Guy) and her biggest issue would be his Regenerationn but its possible Samehada can prefer her over him so if that happens, it fully swings in her favor.

Kisame is only 7-C with his Super Water Shark Missile, Harribel is 7-C naturally. His durability is that high but his Strength and AP for his other Attacks isn't so she will out power him in close combat and all his Attacks with the exception of his Super Water Shark Missile will be useless and won't do much.

Kisame can absorb her energy but Shemehada has it's limits and Killer Bee got through and so will Harribel with enough power. He can take a lot and using the chakra from Shemehada would heal him though that's if Harribel let's up.

I'm going with Harribel, R.I.P my boy Kisame.

This is a good fight, but Harribel take this.. she has better stat and probably more skilled in cqc.

halibel is naturally 7-C, kisame is only that strong via Ninjutsu his base stats are nowhere near halibels so the moment she attacks him with sonido + blade kisame would not be able to hold his own and would be send flying like Grimmjow/ulquiorra did to ichigo in which kisame would be badly injured and possibly dead, in a fighting scenario he wont even get the chance to actually utilize his ninjutsu

Superior stats should allow her to take a swift W if she goes all out from the start. She doesn't need reiatsu based attacks to put Kisame down, making his sword near useless.
