For his second key,High Universe level (Stated to be a higher-dimensional being, unbound by the laws of the physical universe as it comes from a higher dimension, whose true form is undetectable by 3-Dimenional analytical equipment, with the only means of measuring it being the intense gravity it gives off)

This is Tier 2 feat, not Tier 3; he would be Low 2-C

For his first key, he destroyed many planets and the climax of the movie he was summoned to destroyed Earth. I think that 5-B warranty. He destroyed the Exim planet.

Then, Higher Dimensional Existence should be removed then. That is only reserved for 4-D and above until Tier 1-A.

Or that allows them to create large parts of a universal continuum. Take note that 4-D power should logically always be superior to countably infinite 3-D power, so characters within this tier are not necessarily comparable. Also take note that we consider most small scale time-space abilities as hax, not as AP.
 
You can be 4D and High 3-A. For some reason we do this with the jump to 4D and not any other dimension where displays below universal warrant a separate tier.

Usually, these characters can destroy or create universe(s) or timeline(s) which is Tier 2, hence the jump, Wokista.

  • Universe level+: ("Low 2-C") This is for characters who can destroy and/or create the entire 4-dimensional space-time of a single universe, not just the physical matter within one. For example, an entire timeline.

I guess High 3-A is accurate, then
 
His first Key only existed for all of five minutes at the end of the movie when Godzilla killed it, the rest of the movie Ghidorah was in his High 3-A form
 
The funny thing about this is that 3D Tier 2 characters cannot reliably win against 4D High 3A characters without some sort of hax that can affect higher-dimensional existence. And the latter can technically beat the former if the former doesn't have enough resistance or regen to fight back.
