This has to be the least significant Dragon Ball CRT I've ever made, but I was reviewing the profiles and came across this minor character: King Chappa.
Firstly, he's missing a justification for his speed:

Breaking down the reasons:
Yamcha seemingly knows him only by reputation. He's not giving his own opinion of Chappa by describing him as "godlike", he's just going by what's been said about him which is that the legend is that he won a previous tournament without being struck once. This doesn't mean Yamcha is judging his power to be Moon level.
When Roshi makes this statement, this is before he's seen just how far Goku has grown in the past three years. He doesn't know for certain that Chappa will be a difficult fight for Goku (and of course, it turns out not to be. Goku beats him with ease while holding back)
Moreover, Goku's own assessment is that King Chappa doesn't belong in the same category as "strong guys" such as Jackie Chun, Krillin and Yamcha.
It seems to me that without any actual solid feats backing up his rating, King Chappa should be "Likely 5-C" at best for having an extremely casual Goku block his attacks, and being able to survive a kick from him (even though it's clear Goku isn't putting his actual strength into it from how laidback he is).
EDIT: Based on discussion from the first page of this CRT; the proposal is to make King Chappa "At least Building level+" based on where Goku was at in the previous tournament.
