I believe Kiichi wins this. He has different techniques such as The Hashin Sho, Bosatsuken , The Bakutanken that releases all the ki gathered in the stomach and causes it to explode across the foe's internal organs which could make up for the AP Disadvantage even though he can greatly increase the power of his attacks by striking right as the foe is attacking using his Analytical Prediction.
Kiichi also has techniques to lessen the damage he takes. He can harden his muscles so much that not even bladed weapons could pierce him or roll along punches to the head to negate their damage. Nadashinkage practitioners can form an energy shield around their bodies to lessen blows.
Im not familiar with Tanba analytical prediction so I will refrain from counting my vote for now.
