Why is One-Tailed Part 1 Naruto not Mountain Level when Three Tomoe Part 1 Sasuke is despite beating the hell out of him? Shouldn't they both be the same tier, especially since he forced Sasuke to transform twice to keep up?

Part 2 Naruto is already 7-A with just the Kyūbi Influence, let alone the One-Tail Cloak.

Via upscaling from KN0 Naruto, who already upscales the 7-B+ decently well (Naruto > Haku > Kakashi), which in itself is derived via downscaling.
