This is a tough one, Bang has an obvious dc advantage but Kenshiro is faster. I think I'll go with Ken solely because he is younger (gives him an edge in stamina) and he can pretty much make Bang explode if he gets a few hits on him.
Bang would match him? Doubtful but then again equalification.... Musoi Tensei, if that's what it's called, should be able to shut down Bang either way. Feels stompy too. Poor OPM side characters, even in debates they get stomped while stronger ones only get to win.
I don't really see much of what Bang could do that can match Hokuto Shin Ken. He still beats Ken in physical AP and Dura even at his highest but his speed vastly beats that of Bangs in turn.
My vote goes to Kenshiro. Besides the obvious speed advantage, even if was speed equalized. Kenshiro is horribly more hax's even without using Museo tensei his art would allow him only one touch to kill bang. His skill I'm sorry to say is superior to bang, bang may be older but Kens knowledge of hokuto Shinken and other incredibly dangerous and useful styles, gives him over two thousand years of knowledge of an art that has been adapted and mastered over battle. Not only that his adaptability over other martial art styles will allow him to adapt and counter Bangs style (via sueichein). He's done this plenty of times with countless equally powerful opponents. Bang may have the AP and Durability advantage but Ken takes this mid-low difficulty because of skill, speed(unless speed equalized), and overall hax.
