Kisame doesn't even need a water source to play with since he can produce his own water.
Anyway, I'll go for Kisame because of his versatility and range. If he does the giant water dome, Kenpachi is screwed. Going into swordfighting range with Kisame is suicide since Samehada absorbs a large amount of Chakra in just one swing.

Yeah, but it's best to give him access to one in case he wants to swim afterwards. That is, if he survives.

I don't think Kenpachi has any counters to Water Prison and Water Dome, especially when combined with clones.
