I'll go with Sub-Zero.

Ken has better stats against Sub-Zero, 7-B vs Low 7-B, but Sub-Zero is way more experienced because he has leadership skills in recreating the Lin Kuei clan and having enough skill to train this much people to become assassins.

Sub-Zero also has more options than Ken, who only has offense on his side. Sub-Zero has mobility, defense and offense as his options.

His ice can snuff out some of his attacks and can also go defensive with ice clones if Ken starts with melee, freezing him in place or use ice barriers to shield himself from ranged fire attacks.
