Wait so is this Chunin exams? Voting Sasuke. He's got three or four chances to use a Chidori, has greater perception that will allow him to avoid anything Haise attacks with and can put a Chidori in Haise's head. Only main thing I see being an issue is Haise's LS and that can be avoided with speed amps.

Kaneki has resistance to electricity, so Chidori shouldn't be much of a problem.
Is this Sasuke key that skilled? He's 13 and lacks experience, while Kaneki is trained by Arima, knows how to wait for the right moment to strike and fully reveals his abilities

That doesn't matter, he attacks with Chidori like a blade.
He doesn't lack experience in fighting. The ninjas are trained in combat even before becoming genin, Sasuke's learned fighting and jutsus from his clan and he and several other genin have become chunin or outright jonin level in skill. Sasuke knows how to wait for the right moment to strike as well. Read his intell section.

So he's relative to CS2 Sasuke. Black Chidori would still be higher in his CS2 form. He also won the clash against Naruto so it should be way higher. Though I'll admit, Sasuke's CS2 can't be maintained for long so I'm unsure how fair this match will be.
I think we'd need Kaneki's skill feats first to see what Sasuke can do compared to them. We don't have much skill feats that represent his overall skill during part 1. Bare minimum he's able to accomplish tactics against Orochimaru and Zabuza, who are jonins with decades of experience. Statements portray his skill more like his talent being above his sharingan copying powers. So for example, he could copy Kaneki's movements, then create a better version.

Hmm, how about his casual blind battle, his fights against the CCG veterans where they tried to kill him and he just disarmed them, his victory over Arima, his complete control of the battlefield with his kagune cells, his distraction with his talking kagune, his battle against a hundred Oggai when he was literally a piece of firewood (no arms or legs), his ability to combine his kagune and quinque to apply maximum pressure on 3 opponents at once, his superiority over Yan and Kuzen who fight dozens of Special Class Investigators at the same time, and his leading role in Squad 0, where every member is a candidate to become the second Arima?

Most of this doesn't say much honestly. This is at most gifted or genius like Sasuke already is. Nor does it help against the sharingan just copying his style and precogging.

How will Sasuke react to constant live donmaku, kagune spam from all sides, and kagune traps?

You're gonna have to show a pretty good danmaku. He was capable of dodging numerous needles aiming at his vitals in base from Haku in an enclosed space at the start of the series, with his 3t now he'll probably never get hit by any of them. And mind you this was mainly due to him needing to protect Naruto. He also can amp his speed to dodge attacks. So I'd say Kaneki's gonna need something in the fifties or more to be a problem for Sasuke. Sasuke's also got massive wings to deflect attacks.
Kagune spam really matters if it does something impressive or has wide aoe, Sasuke's fireball jutsu should do fine in destroying it, and same with Chidori. Kagune traps can just be seen through with the sharingan as well.

How did he fight blind? Can you show some scans for reference?
These don't really say much until you specify how skilled CCG veterans and Arima are.
(I'm not saying they're not, just that you'd have to explain it)
Same with all of this. This would definitely be enough information to put him heavily above an average person but it's hard to exactly pinpoint how exactly impressive these things are without specific feats.
Basically everything you mentioned just implies Kaneki is more skilled than people with unquantifiable skill.

He did it purely instinctively
CCG veterans are experienced enough to keep parity or defeat the strongest ghouls, who are capable of fighting a hundred investigators in one operation. Moreover, in most cases, ghouls are totally superior to them in strength and can kill with one blow of the kagune. These same investigators are able to fight against dozens of opponents of comparable speed and strength and completely overwhelm them.
Arima, in turn, is strong enough to single-handedly stop an army of ghouls that tried to get through the underground paths, ghouls that have increased mobility, ranged attacks, a large number of additional limbs and heightened senses. And he did it without receiving a single scratch. He also fights simultaneously with 3 characters comparable to him in speed literally with one hand and reflects their attacks without looking. By the way, Arima adapts so well in combat that he defeated a ghoul without a single scratch, which again could kill him with one blow and was superior in experience, using unfamiliar quinques picked up on the ground and finding the right use for them in a second, despite the fact that each quinque has its own ability and characteristics. That ghoul was so experienced and skillful that he fought with 5 veteran investigators at once, whose achievements I described above and who could kill ghouls that mowed down armies of investigators.
He was smart enough to read an experienced ghoul martial artist who resisted analytical forecasting like an open book. Lol, Shachi wanted to read Arima, but a second later he paid for it with his life.
Okay, we have:
1)Volley of massive kagune tentacles, tentacles intertwining with each other and filling the space in front of the enemy
2)Active attacks from underground from blind spots and yet. By the way, each tentacle has LS superior to Sasuke and will simply catch him
3)An expanding kagune cage and an attack from all directions. And again, Sasuke missed some of the needles. If even one kagune hits him, it will be fatal
4)Well, and just an omnidirectional shock wave for 200 meters

Yeah sharingan negs all this. The tentacles are pretty much regular sizes. Blind spots can just be felt and seen. Sasuke's also relative so none of these would be fatal. That shockwave is 200m in length, by diameter it looks nothing more than 10m. Sasuke's speed amps will allow him to dodge.

I was actually surprised that they said that the Sharingan doesn't work on Bakugou and that he has superior skills because he fought terrorists
