Kamen Rider Joker Tier Upgrade From Low 7-C To High 7-C

Thanks to Lonkitt pointing it out over at the Iron Man Vs Kamen Rider Joker thread, it's been found that Shotaro is half as strong as Kamen Rider W when he uses the T1 Joker Memory to transform. Zukan explicitly says so on its page about Kamen Rider Joker. Obviously, T2 Joker would still be stronger than Kamen Rider W on the account that he's able to defeat the T2 Dopants who brought trouble to W.
Since W's AP is 1 megatons of TNT, dividing this amount by half, Joker's AP would be 500 kilotons of TNT, making his AP Large Town level and solidifying his spot at the High 7-C Tier.
