The only instance of Garou resisting mind manip is from Do-S's whip which makes whoever is hit pretty much a slave but yeah i think Garou's resistance to mind manip (if he has any at all) is only baseline. It's questionable if he resists Genjutsu in the first place so i think he gets stomped here.
