Mafuba works by sealing the target in a container and then putting a seal on it so they can't escape.

But Roshi in a fight would take his equipment with him.
Same thing disregarding swords for a swordsman.

Kaguya's regeneration will allow her to survive Roshi's attacks, and by using her portals she can avoid them all together. She can easily bypass his durability with ash bones or Truh Seeking Orb, not to mention Infinite Tsukuyomi. She can also just BFR him if she wants to...
Meanwhile, Roshi's only win method is the Mafuba... which he wouldn't use right from the start as he has no knowledge on her so has no reason to assume he can't defeat her with normal attacks. And by the time he realizes this (if the fight reaches that point), Kaguya should have already defeated him with one of her abilities.
I'm going to close this.
